Officer Nick from Fulton County Animal Control in Georgia discovered the dog while responding to a call.
Her neck bore severe wounds from the tightly wound chain, and she was in a state of starvation. The moment she spotted him, the dog vocalized her relief, expressing immense gratitude at the sight of someone.
Her eyes beseeched him for assistance, and her tail remained in a ceaseless wagging motion.
Officer Nick provided her with nourishment and reassurance before fetching bolt cutters to liberate her.
Transporting her to the shelter, the staff contacted Jason Platt, the founder of the Pit Bull rescue organization Friends To The Forlorn.
Zoe, initially named Cammy by the rescuers, embraced Jason with a cuddle the moment she laid eyes on him.
